There are instance where a single band (i.e., Band 2) may outperform a group of bands using carrier aggregation. I would first try locking the modem to Band 2 and see what happens. To my knowledge, the Sierra Wireless modem will not tell what bands are available on a certain tower, only want bands the modem is capable of receiving, and what bands it is currently using for its connection.

The issue could well be IPV6 related. I would disable the Firewall > Custom TTL Setting > Save and Apply.
