Either ATT has restricted your usage due to their silly TOS, or the DNS is corrupted on your pc. Can't do much about the former, but you could try clearing your DNS cache by copy and pasting each line below one at time into a CMD window (don't worry if you get an error on some of them), then restart...

I do already have a SimpleMobile SIM card. Is there an AT command to choose the primary band for carrier aggregation ? When ever I put in an AT command for multiple bands it usually selects band 13 as the primary and aggregates with either band 4 or 66 ...the issue with this is the performance is way better when it’s on either band 66 or 4 ...

Interesting app, unfortunately true channel bonding can only be done through an ISP or VPN server.. Nonetheless with the proper settings, one can set certain traffic to go through one or the other data "pipe", dividing and making data/channel usage more efficient.
